Risk Assessment in a Municipality with Extended Authority and a Proposal of Measures for Reducing Losses on Public Assets

Dissertation "Risk assessment in selected municipality with extended powers with precautions suggestion to eliminate losses and damages to public assets" deals with analyses and assessment of the current situation at the selected municipality with extended powers. Vision of the first part of the thesis is to analyse current status of the analysis issues and risk assessment on the territory of the municipality. The second part of the thesis contains methods to achieve the risk assessment, evaluation of the current threats in the municipality and will provide a draft measure for the targeted risk management.
Blockchain in National Security

The given work is dedicated to the provision of the evaluation on the effectiveness of Blockchain if applied within national security. The research is done through the summative evaluation approach, which allows to estimate the studied phenomenon in one realm in terms of its level of usefulness and transfer the findings to the framework of the thesis on the basis of the main methodological hypothesis. The research comprises the analysis and evaluation of the Blockchain environment, levels of operation, existing normative clash, the componential issues of the latter, provision of the final perspectives of the potential incorporation of the Blockchain technologies into national security with the discussion on the possible application, benefits of the platform, its social and technical vulnerabilities, and limitations.
Expulsion of Aliens on National Security Grounds in the Context of International and European law

This study deals with the expulsion of aliens in modern international and European law. I have focused on the particular ground for the expulsion, i. e. national security, in the context of the States' obligations under some selected international human rights instruments and the relevant European law. National security is one of the generally accepted grounds for the expulsion of aliens, but the content of this term is not strictly defined. As a consequence of this lack of clarity national security may be abused by States. I focused on such abuse in the process of expulsion when States use the exception of national security as a reason for not allowing aliens to benefit from the procedural guarantees provided by international law. There have been two kinds of abuse of the national security term with respect to the procedural rights of the expelled persons found in this study. First, States expel aliens forthwith without giving them the opportunity to submit reasons against their expulsion or have their case reviewed by a competent authority also in cases when the exception of national security is indefensible. China's rare earth monopoly: a study of the U.S. discourse

This thesis examines the way in which China's share of the rare earths global industry is constructed as a threat. The central argument of the research is that the US discourse presented a new form of danger through the lens of classical geopolitical thinking, thus, creating a new type of prospective conflict derived from resources that are perceived to be scarce and yet relatively abundant. It argues that the construction of this 'threat' that the US faces is a constant articulation of perceived vulnerabilities in shaping geopolitical identities and reinforcing ideologies through which are carried out by different actors. Rare earths are crucial for modern conditions and their applications include commercial, military and green technology but mining and production are neither economical nor environmentally friendly. The People's Republic of China is the principal exporter of these rare metals, but because of a territorial dispute in the South China Sea in 2010 it has been labelled as a monopoly power. Application of Non-refoulement Principle in relation to National Security

English Abstract Application of Non-refoulement Principle in relation to National Security Both national security and the principle of non-refoulement play a crucial role in the modern and rapidly changing world of today's refugees and migrants. On one hand, it is the international legal obligation of states not to return, or refouler, those who might be in danger of torture or various other types of undesirable treatment in their home countries. On the other, it is the legitimate concern of the each and every state for the safekeeping of its vital interests, all together understood as the state's national security. The analysis and clarification of the complicated and often tense relationship between the two phenomena is the aim of the presented thesis. Both descriptive and analytical methods are used in this thesis. The practice of states in individual cases is analysed thoroughly via the relevant decisions of judicial and quasi-judicial authorities. The scope of this paper is limited solely to Euro-American perspective. Detailed chapters dedicated to defining both of the examined phenomena play a crucial role in this paper. National Security Strategy of the United States of America 2002: Imperial Grand Strategy?

This paper offers a thorough examination of the United States 2002 National Security Strategy. The document is explored in its broader context, which allows us to understand it in its uniqueness and therefore offer sufficient interpretation. Special attention is devoted to the decision making process of the U.S. National Security Council due to primary responsibility of NSC for coordination of American security policy. Further attention is paid to three particular problem- related parts that are often considered to be the most revolutionary issues of this document. Preemption, unilateralism and U.S. support for the spread of democracy are examined in the broader context of the U.S. foreign policy tradition, American identity and historical development. On the basis of thorough research, the paper supposes that all major parts of this particular document are rather compatible with the development of U.S. security policy and they represent rather the outcome of developments than a fundamental change or reformulation of the strategy. The role of strategic documents is implicitly examined as well, while the study suggests that it should be perceived as a product of bureaucratic politics as summarized in a model by Graham Allison.
Cooperation on Climate Change as a Pillar of the Relationship Between the United States and China

Cooperation on climate change in the second term of president Obama showed to have potential for improvement of the relationship between the United States and China. This paper analyses how the climate change cooperation developed and concludes that under right circumstances it has positive influence on the bilateral relationship. In order to make the improvement more lasting, the climate change cooperation should take into account national security considerations, specifically the parties should collaborate and jointly exercise on humanitarian assistance and disaster relief operations.
